Scene 1 Act 1 Cannot Move or Talk to NPCs

I have played through the tutorial and created my hero.

I then see the prologue and story that I was saved by the general and after 8 years I have been promoted to the Wolf Guard.

The scene opens with a top down view of me in my cot. There is a voice over and Corporal Betrand wants me to wake up. As I get out of my cot, he walks closer and we face each other.

The quest cue indicates that I am supposed to talk to him and that's all I get.

I cannot interact with him, IE initiate a conversation. Clicking on him does nothing. Nearby there is a chest that is glowing with my gear I presume. If I click on the floor, as I did in the tutorial no "move to" circle appears. I cannot talk or move. Clicking on the chest doesn't alter the pointer as it did in the tutorial and as such I can't auto move to the chest.

I am on Steam and the current build as listed in the properties screen for the local files is 2392409

I have verified file integrity on Steam and it came back as 100% ok

I have a DXdiag and the MSinfo file, however I don't see how to "manage attachments in the post editor" The paper clip icon that usually indicates to attach a file doesn't do anything and the drop down arrow doesn't do anything either.
